Same in California. It definitely means someone who is crazy, not a derogatory term for gay folk. And I should know, being one of the other resident gay folks here :). An alternate term is "nut": God, my Sister in Law's mother is a nut! (she really is) By the way, of all the words used to describe gay people "fruit" is probably the least venomous (of anything other than gay, or homosexual). Why I, and a lesbian friend prefer to call girls who hang out with gay men a lot "fruit flies" rather than "fag hags". She in fact calls herself a "Fruit Fly". Not that *you* have to accept people calling you a fruit or whatnot.
