Forgive me, please, but see if the following settings are available for you
(I've just checked in Netscape 4.5 for Win; YMMV):

Edit / Preferences...
Mail & Newsgroups
Formatting
Message formatting: "Use the plain text editor..."
When sending HTML...: "Convert to plain text..."

Of course, that will then apply to *all* your mail.
Then again, you may well have tried this before and it didn't work. Netscape
kept crashing on me so I've switched to Outlook Express, FWIW.
