I remember living in the dorms, and people would often be in a different
dorm from year to year, but "live" is definitely the verb I'd use for
that. "Stay" makes it sound as if I'm someone's guest, like, I'm there
because I don't have a place of my own, like "I'm staying at Joe's until
I find an apartment", or because I'm on vacation.

"Be at" sounds a bit odd to me. That sounds extremely temporary, like,
"I'm at Joe's right now, but I'm about to go to the mall", that's the
kind of usage where I'd use "be at". Well, that and saying where a
building is located, I'd use "be at", but for a person as subject, "be
at" is definitely a ephemeral verb for me.
