I actually never saw it.

Indeed. I personally just swap & and {.

Plenty! was working on his own ASCII IPA

LOL. Well, actually I still have it constantly with me. But it's in a beta version that I want to enhance before showing to the world. The basic rules of the system are set, but I just have difficulties finding the right mapping of characters for them (I always end up with stupidities like using ^ for voicing : (( ). Maybe I should present the rules to the world and let the majority decide which characters to use for what... But the main idea, which is to get 95% of the IPA transliterated at most with single letters and digraphs with reasonable mnemonics works, using a system of agglutination and of expansion of the use of actual IPA diacritics. It's a kind of transcription which should you needn't learn by itself. If you know the main rules and the IPA itself, you should be able to infer correctly the form of the transliteration (and if the rules allow more than one transliteration possible, they are all correct :) ).
