It breaks my heart to say it, because I hate the sound of velarized /l/, but,
yes, [l] is dead in English--at least in mine.   The only environment it can
occur in is before [i], and then only when I'm trying to emphasize something.
  So, say I'm saying something like, "Yeah, do it at your leisure", and the
person I'm talking to says, "What?", then I'll say, a little bit louder, "Do
it at your ['li:.Zr=]", maybe with the [i] lengthened even more.   Other than
that, though, never.
