Snob appeal, public ignorance, flavor (some tap water doesn't taste all
that good, even though it's totally *safe*), and yes, Francophilia --
before Perrier was widely sold here, bottled water was almost unheard of
in the U.S. except as a commodity useful during disasters. Some bottled
water actually is tap water from some particular place, although you can
usually only find that out from the fine print. Lastly, a thirsty person
in a city can get a liter of bottled water for about $1, whereas "free"
tap water isn't available at any price unless you are in a restaurant,
movie theatre, or what have you.
