I didn't remember it 100% accurate, it's actually: Ceterum censeo Carthaginem esse delendam! I found a German Wikipedia entry for it (no entry in the English one): http://de.wikipedia.org/wiki/Ceterum_censeo Cato the Elder used it after each of his speeches right before the third punic war.
