That depends merely on the kind of language we are dealing with and on the
character of its creator. Personally, I most certainly belong to the category
of inflexional fetishists. When I start with a new language, I begin with the
numerals and the tables. Words take the second place. And after creating some
words, I might begin to think about phonology and eventually translate some
simple texts, that will slowly produce more vocabulary.
But I have seen that in many cases it works the other way round.

My Hattic is currently stuck on 1,250 words. But I must add, that many of those
words are derivatives, while some Very Important Words are still lacking.

I remember I made on such "correction" to Hattic. I did retranslate some words,
but I was careful not to affect the existing translations I had already made.
