Isn't there at least a secondary stress on -dam? I actually hear it
in my head as the primary stress in Rotterdam and Amsterdam ...

Growing up, I heard these place names (and others) all the time. My
mother is from Amsterdam, and my father's family is Frisian, but many
of them settled in Zuid-Holland and Zeeland; his paternal grandmother
was from Utrecht.
This brings back fond memories of my childhood and the time I spent
as an exchange student in Tilburg.
