Well, I know plenty of rural French who prononce final |-et| as [e], as well as quite a few Suisses who do the same. I know enough Belgian people to know that they most commonly do the same. Only non-native speakers of French, maybe Quebecois (though I'm not sure of that) and some nobles, though they have nearly disappeared would pronounce |-et| as [E] (unlike what you seem to mean, |-et| pronounced [e] *is* a pronunciation coming from rural places and other francophone countries besides France, which later became common also in French cities, not the contrary.
