There was once a game sort of like this called "Aria". Players
controlled large groups of characters, including nations, and sort of
wrote interactive history. Alas, it is now out of print, and I don't
have a copy. Previously published by Last Unicorn Games. If someone can
find a copy this system may provide some ideas.
