Right. Like, in Japanese, the "syllabic n" is often transliterated as
an "m" before p or b (shimbun or shinbun), and it would be impossible to
have a single way to transcribe little tsu, which indicates gemination
of the following consonant.
Transliteration is merely a method of going from one script to another
consistently, it often is not a one-to-one correspondence.
