AFAICT, as well as being used in Azeri for /G/, that glyph is also used in
Kazakh for /R/
The glyph I have chosen (in my terminology: {cyrillic-gamma-hook}) is
unambiguously used only for /G/ which is (to me) a point in its favour.
Also, it comes from Abkhaz, which is the source of a number of other
"special" characters in this script.
