Rosario, Argentina. That's about 300 km north-northwest of Buenos Aires, at the west shore of the Parana' river. The dialect is Rioplatense. The -r dropping is also found in the BA area AFAIK.

When spoken quickly, a mixture of both... maybe like /rl/ (a very weak, sometimes syllabic /r/).
