I'm confused, because you say you're not willing to change the
spelling system, but then you propose a change to the spelling system.
Or do I misunderstand the current use of the apostrophe, before this
change?
Having non-morphemes around an apostrophe is a non-problem, because
the apostrophe is used - univerally, TTBOMK - as a stand-in for a
sequence of symbols that are being left out for some reason (elision
or simple abbreviation). So if you regard the apostrophe as standing
for the remaining letters in the full form of whatever "rak" derives
from, you're good to go.
But if you're actually using an apostrophe as some sort of a "morpheme
separator", that would definitely be an innovation in the spelling
system; more to the point, it would be one without precedent that I
know of.
