That is, as has been repeatedly observed, was the reason why
JRRT needed Hobbits -- they function as reader's proxy because
they are ignorant of the world outside the Shire, while the
Shire itself is essentially 19th century rural England, i.e.
not very far removed from 20th century western culture.
There will of course sooner or later (probably sooner) come
a time when the POV of the Hobbits has become so outdated
that people need to read explanatory works to be able to
understand it.
