That's insulting. What you refer to is the behaviour of a minority of French people who just happens by accident to have received more attention than others. But my experience tells me that it's indeed a rare behaviour among French scholars. And my experience also tells me that this behaviour is just as common among scholars of other nationalities (you should see the material I've been working on for my job. The most useless and paper-wasting were certainly the articles by some American researchers that I won't bother name here). It's not something coming from the language or the nationality here. And yes, I've met this kind of behaviour among French scholars, just like I've met it among American, Portuguese, Polish, or Japanese scholars (to mention just the few I've met).
