Verbal affixes would work.  A lot of languages have "evidentiality"
morphemes which indicate how the fact stated is known (e.g., "visual"
means "I saw this happen").  You could have a "proper" affix indicating
that the thing should be.  Perhaps you could have several, one for
something that is true, but shouldn't be, one for something that is
true, and should be, one for something which isn't' true, but should be,
and one for something that isn't true, and shouldn't be.
