You are not alone.  I've learned enough to read posts (mostly) but still
prefer things like "&" (or even better Alt 0230 though I know that can make
problems) for "ash" etc.  and really dislike that % sign. I did manage to
figure out that % and " were marking stress, but which.......????
_Logically_ single quote should be primary stress (double underline: as it
is in IPA), the double quote could be secondary.  No? (end rant)
