Maggel distinguishes between [r], [r\], [R] and [4], and has also
palatalised versions of them (except maybe [R], which seems only marginally
phonemic. But it's not completely sure). They are phonemic (and you cannot
even say [r] is a long version of [4], because Maggel has geminates for all
of the rhotics too :))) ).
