AFAIK, the only interstate that isn't is I-66, running from I-81 to just
this side of DC, never leaving the state of Virginia. The only reason it
gets federal funding is because all of the gov't employees in Virginia
use it to get to work. The three digit interstate loop roads aren't
really separate highways, but spurs.
