Might be the Postal Map method which the English-speaking Foreign Devils used in pre-W-G days. It was official for geographical names in Hong Kong as long as the Crown Colony lasted, and was there popular for transcribing personal names too -- with some "anomalies" like Li -> Lee, Wu -> Woo --, especially if you didn't know the bearers' preferred spelling.
