I believe lojban has something of the kind, although the default base
is 10.  No doubt John Cowan can enlighten you as to the details.

Incidentally, I have no idea what this is going to look like in an
HTMl-compatible mail client, but I'll certainly find your posts easier
to read if you don't post in HTML (at least unless there's an
overriding reason to do so).
