Yes, that's very true. Polish, to be more exact. The idea of Wenedyk is to show
what could have happened if a West-Slavic (proto-Polish) tribe had been the
substrate of a Romance language. To put it more bluntly: what would Polish have
looked like if it were a Romance language? The result is of course a Romance
language with an entirely Polish phonology and ortography.

Wenedyk is essentially what happens when a Roman diplomat, trying to deliver a
speech in fluent Polish at a vodka-party, is too drunk to remember the words.
