Yes. :-)
Actually both methods are valuable. Systematically coming up with a list
of words to translate in a particular category (nature, transportation,
furniture, or whatever) can be useful when deciding on the range of
meanings associated with a word. If you have a word for "bottle", do you
need another word for "jar" or do you use one word to cover both
meanings? Or two different words, but not differentiated in the same way
as English "jar" vs. "bottle"? But if you start with a text and create
words that you need to translate the text, you'll often come up with
ideas for meanings or word usages that you might have overlooked.
